About ICC

The success of the ICC method of instruction is attributed to the high level of experience and expertise of the instructors and the utilization of case studies to provide trainees with hands-on experience.

About Federal Indian Realty

Federal Indian Realty consists of very complex statutory and case law. It is derived from the Tribes government-to-government relationship with the United States and dates back to day one in U.S. history. The titles are more complex today than they ever have been. Land titles include tribal and individual ownership. The individual ownership primarily resulted from the General Allotment Act of 1887 which provided for tribal lands to be allotted in severalty to the tribe's individual members. Today, some allotments have several hundred land owners on a single tract. The Allotment Act is responsible for a backlog of 8,000 probates nationwide. Laws relating to Indian lands are much more complex today than ever.

From 1887 to 1934 the Indian landbase decreased from 138 million acres to 48 million acres. Much of this was due to the opening of reservations to settlement. Today the landbase is approximately 54 million acres.

Lela Beckwith, President, ICC Indian Training Enterprises and member of the Chickasaw tribe, retired from the Federal Government in August, 1995. Lela has over 30 years of Federal, State, County and private sector experience in Human Resources, Administrative Services, Personnel, Contracting, Procurement, Budget, Computer Operations, and Realty.
